Shanghai owned 249,000 operational racks in 2022 with fewer new launches compared to previous years. Surrounding cities including Kunshan, Taicang and Nantong held over 40,000 racks, yet new projects there were restricted by energy review barriers in 2022.

Internet and cloud clients account for nearly 80% of local IDC demand, with finance and manufacturing making up the remaining 20%. Major internet enterprises expanded their East China node deployment and became core demand drivers in the region.

Third-party operators hold 80.2% of Shanghai’s cabinet resources, and telecom carriers adopt asset-light cooperation models. Operators will add self-built computing projects under the East-Data-West-Computing initiative in the coming years.

Short-term supply surplus triggered mild declines in customized and wholesale cabinet prices, while retail prices for traditional enterprise clients stayed stable. Qingpu and Lingang, supported by industrial policies, have outstanding long-term investment potential.
