Shanghai’s IDC market size reached RMB 122.4 billion in 2019, up 17.1% year-on-year, ranking second nationwide only after Beijing. The launch of new racks in 2018–2019 brought revenue growth, and the market is projected to maintain over 15% annual growth, hitting RMB 201.2 billion by 2022.

Shanghai tightened data center rules in 2019, banning new facilities inside the Middle Ring and imposing strict energy quota reviews. Only six projects got approval that year, making licensed rack resources highly scarce amid unmet market demand.

Shanghai issued the 2019 Data Center Construction Guidelines to strictly control urban construction scale. Future new capacity will mainly come from self-built and joint-venture projects operated by third-party IDC service providers.

Most newly added racks in 2018–2019 were taken by top internet players like Alibaba and Tencent, supporting the sharp rise of Shanghai’s overall market revenue in 2019.
